“The visit of the Director of NOS in Albania”

The Director of NATO Office Security (NOS), at the same time Head of NATO Security Committee,
Mr. Stephen F. SMITH, accompanied by the expert of NOS, Mr. Jean ROBILLARD, from 25-27 April 2012, conducted a working visit in Albania.

On 25 April 2012 in the meeting conducted with the Director of Classified Information Security Directorate and the closer staff  of DSIK, Mr.Stephen F.SMITH expressed his appreciation for the progress made by Albania on the security issues.

As the following of appreciation for the National Security Authority (DSIK), Mr. Smith, underlined the high overall performance of the Albanian NSA and evaluated the high level of professionalism shown by its staff and personnel in fulfilling  the standards according to NATO Security Policy.

The meetings were focused on security issues in general and in various topics concerning the specific improvements of our state institutions in relevance to the security of the NATO classified information in Albania.

"Second Expert Working Group Meeting of the National Security Authorities of South East Europe, (SEENSA), Members of RCC”

March 28, 2012

 

On 28 March 2012 in the Boyana Residence the Second meeting of the Experts Working Group of the National Security Authorities of the South Eastern European countries (SEENSA), members of RCC was held. In May 2011 the State Commission on Information Security set the beginning of the process of meetings of the Heads of National Security Authorities.
Representatives of the General Secretariat of the Council of EU, of RCC, of the National security authorities of Albania, Croatia, Macedonia, Moldova, Serbia, Slovenian and Kosovo participated in the meeting.
During the session a Draft document on the “Scope of SEENSA cooperation” was discussed which is a good base for drawing up of “Road map” for future fruitful joint activities.

During this session  of the Working Group the Second meeting of Heads of National security authorities in Slovenia in the period 5-7 May 2012 was prepared.

"First Expert Working Group Meeting of the National Security Authorities of South East Europe”

On November 24, 2011 the Classified Information Security Directorate in its quality of National Security Authority of the Republic of Albania and in collaboration with the Secretariat of the Regional Cooperation Council hosted in Tirana, the First Expert Working Group Meeting of the National Security Authorities of South East Europe. 
This meeting was attended by Heads and experts of the National Security Authorities of Albania, Bosnia Herzegovina, Kosovo, Montenegro, Serbia and Slovenia as well as representatives of Nato Office of Security (NOS) and Office of Security Policy in the General Secretariat of EU in the Council.

Various aspects and technicalities related to the enhancement of regional cooperation in the field of security of classified information were discussed during this meeting, which was praised by the participants for its productivity as well as its friendly atmosphere.

"Visit in Kosovo in the framework of cooperation on security issues”

With invitation of the Kosovo Intelligence Agency / KIA / a delegation of the Classified Information Security Directorate / NSA /, headed by Mr. Shyqyri Dekavelli, director of this directorate, conducted an official visit to Republic of Kosovo, from June 21 – 23, 2011.
Delegation of CISD, with the quality of the National Security Authority for NATO classified information, countries and other international organizations, was received by the Director of KIA, Mr. Bashkim Smakaj and its staff. During the visit, were organized special meetings and had mutual exchange of experiences with heads and experts of the Department of Security Verification of AKI.

The visit was conducted in the framework of cooperation on issues of information classification procedures and Vetting procedures of individuals who have access to know the classified information.

The NSA delegation had meetings with the Minister of MKSF, Mr. Agim Çeku, and other heads of this ministry. The mean issue discussed during the meetings was the application of NATO`s security standards in all disciplines of classified information.

“Regional Cooperation in the Field of the Functioning of the System for the Protection of Classified Information – Practice and Challenges, Faced by the South East Europe Countries”

Upon the initiative of the EU Regional Cooperation Council (RCC) Secretariat and the Bulgarian State Commission on Information Security, the First Meeting of the South East European National Security Authorities took place on May 25, 2011 in Sofia under the topic “Regional Cooperation in the Field of the Functioning of the System for the Protection of Classified Information – Practice and Challenges, Faced by the South East Europe Countries”.
The meeting was attended by the heads and representatives of the National Security Authorities of the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the Republic of Macedonia, the Republic of Moldova, the Republic of Montenegro, Romania, the Republic of Slovenia and the Republic of Serbia. The meeting was also attended by Mr. Hido Bišcevic, the RCC Secretary General, Mr. David Galloway, Deputy Director-General of the General Secretariat of the Council of the European Union and Mr. Giuseppe Benassi, the Head of the Policy Oversight Branch of the NATO Office of Security  and other experts of security.
Meeting participants discussed the important aspects of the practice of providing classified information and for further strengthening of regional cooperation in this important area.
Delegations of States participating NSA also held bilateral meetings in the context of intense inter-institutional cooperation for securing classified information. In this context, the delegation of the Directorate for Security of Classified Information / NSA /, headed by Mr. Shyqyri Dekavelli, director of the department had important meetings with the delegation of the Bulgarian NSA, headed by Ms. Tsveta Markova, the NSA's delegation of Bosnia and Herzegovina, headed by Mr. Munib Isakovic and the delegation of the Macedonian NSA, headed by Ms. Lidija Kostovska.

NSA of Slovenia will host the next meeting of the National Security Authorities of the countries of Eastern Europe.

"Negotiations between the Council of Ministers of the Republic of Albania and the Government of Romania on the mutual protection of
Classified Information”

On June  14 – 17, 2011 in Romania was held the first round of negotiations of the "Agreement between the Council of Ministers of the Republic of Albania and the Government of Romania on the mutual protection of Classified Information”. The Albanian delegation part was led by Mr. Shyqyri Dekavelli, Director of Classified Information Security Directorate (NSA).
The Romanian delegation part  was led by Mr. Mariu Petrescu, General Director of the National Registry Office for Classified Information.

The negotiations were held in a friendly and fruitful atmosphere.

This agreement is an important step in the bilateral relations between the two countries on the security issues.

On behalf of the Slovenian delegation part the agreement was signed by Mr. Milan Tarman, Director of the Government Office for the Protection of Classified Information (NSA).

On behalf of the Government of the Republic of Latvia, the agreement was signed by Mrs. Astra Kurme, Latvian Ambasador.

“The visit of the Director of NOS in Albania”

On September 23 – 26  2009, the Director of Nato Office Security (NOS), at the same time Head of NATO Security Committee, Mr. Michael T. Evanoff, conducted a working visit in Albania. Mr. Evanoff  was accompanied by the expert of NOS security issues, Mrs. Genevieve Labelle.

During his stay in Albania, Mr. Michael T. Evanoff  had official meetings with the President of the Republic of Albania, Mr. Bamir Topi, the Minister of Defence, Mr. Arben Imami and with Heads of security institutions.

The meetings were focused in security issues in general and in various topics concerning the specific improvements of our state institutions in relevance to the security of the NATO classified information in Albania.

Mr. Michael T. Evanoff expressed his appreciation for the progress made by Albania in relation to all the security matters.

Mr. Michael T. Evanoff underlined the high overall performance of the Albanian NSA and evaluated the high level of professionalism shown by its staff and personnel in fulfilling  the standards according to NATO Security Policy.

On behalf of the Council of Ministers of  the Republic of Albania the negotiations were held by Mr. Shyqyri Dekavelli, Director of Albanian NSA. On behalf of the Czech Republic Government the negotiations were held by Mr. Dušan Navratil, Director of the Czech Republic NSA.

On June the 18-th, in the Albanian Ministry of Foreign Affairs was held the ceremony of the final signing of the “Agreement between the Council of  Ministers of the Republic of Albania and the Government of  the Republic of Slovakia on exchange and mutual protection of Classified Information”. On behalf of  the Government of the Republic of Slovakia the agreement was signed by the Director of  the Slovak NSA, Mr. František Blanárik and on behalf of the Council of Ministers of the Republic of Albania, by Mr. Shyqyri Dekavelli, Director of Albanian NSA.

This agreement composes an important step forward in the bilateral relations between the two countries on the security issues.

This agreement composes an important step forward in the bilateral relations of the two countries and a necessary stone in the regional security cooperations.

On 18-th of September 2008 at the Ministry of the Foreign Affairs of the Republic of Albania was concluded the final signing of the "Agreement between the Council of Ministers of the Republic of Albania and the Government of the Federal Republic of Germany on Mutual Protection of the Classified Information"

On behalf of the Albanian government this agreement was signed by Mr. Shyqyri Dekavelli, Director of the Albanian NSA (Classified Information Security Directorate) and for the Government of the German Federal Republic, by his excellency, Mr. Bernd Borchardt, German Ambassador in Albania.

The conclusion of this agreement makes possible the protection of classified information exchanged between our two countries and strengthens the cooperation in the security field with the Federal Republic of Germany.

"Agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Croatia on mutual protection of Classified Information"

The second round of negotiations of the "Agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Croatia on mutual protection of Classified Information" was held in Zagreb, between the 16-19 of July 2008.

The Albanian delegation consisted of 5 members, and was lead by Mr. Shyqyri Dekavelli, Director of the Classified Information Security Directorate ( NSA). Four delegation members were representatives of the Albanian NSA and one representative of the Albanian Ministry of Foreign Affairs. Both parties agreed on a common draft and the final signing is expected to take place in Croatia, during the planned visit of the Albanian Prime Minister, Mr. Sali Berisha in autumn this year. The negotiations were held in a friendly and fruitful atmosphere.

On February 27, 2008 in the State Commission on Information Security of Bulgaria, in Sofia, was signed the "Agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Bulgaria on mutual protection and exchange of classified information".

On behalf of the Albanian Government the agreement was signed by Mr. Shyqyri Dekavelli, Director of the Classified Information Security Directorate (NSA), while on behalf of the Bulgarian Government by Ms. Tsveta Markova, Chairperson of the State Commission on Information Security.

This agreement signed by the Chiefs of Competent Authorities is in accordance with the Regional Initiatives and the chapter IV of MAP, for the future integration of Albania in the Euro Atlantic Structures.

"Agreement between the Council of Ministers of the Republic of Albania and the Cabinet of Ministers of Ukraine on mutual protection of classified information"

On February 5, 2008 in the Ministry of Foreign Affairs in Tirana was signed the "Agreement between the Council of Ministers of the Republic of Albania and the Cabinet of Ministers of Ukraine on mutual protection of classified information".
On behalf of the Albanian Government the agreement was signed by Mr. Shyqyri Dekavelli, Director of the Classified Information Security Directorate ( NSA), while on behalf of the Ukrainian Cabinet of Ministers, by Mr. Mykola Halamba, Deputy chief of the Ukrainian Security Service.
This agreement signed by the Chiefs of Competent Authorities enhances the signings of technical protocols between the ministries and other state institutions of both respective countries on the mutual exchange of classified information in accordance with the common interest fields.
The agreement was signed in a friendly and respectful atmosphere.

Negotiations between Albania and Germany

In 12 -13 November 2007, in Berlin, a delegation of the experts of the Classified Information Security Directorate (National Security Authority) in the Council of Ministers of the Republic of Albania negotiated with a delegation of the experts of the Germany, "On the draft Agreement between the Council of Ministers of the Republic of Albania and the Government of the Federal Republic of Germany on mutual protection of Classified Information".

The negotiations were held in a high professional level and friendly atmosphere.

Delegations of both countries, exchanged their experience in the field of the security of classified information.
The national procedures on the approval and signing of the negotiated draft Agreement are in process.

The international Conference of National Security Authorities On
"The functioning of the system of classified information protection - experience and challenges"

With invitation of the State Commission on Information Security of Bulgaria, a delegation from Classified Information Security Directorate (National Security Authority) of Albania took part in the international Conference of National Security Authorities of the region countries, organized in Sofia, 21-23 October 2007, on "The functioning of the system of classified information protection - experience and challenges".

In this Coferenece took part the National Security Authorities (NSA) of Bulgaria, Belgium, Germany, Italy, Spain, Hungary, Czech Republic, Lithuania, Romania, Croatia and Macedonia.

This Conference attended by representative of the NATO Office of Security, represented by Mr Rolf Ultes.
The Albanian delegation was headed by Mr. Shyqyri Dekavelli, Director of Classified Information Security Directorate (National Security Authority) of Albania.
Albanian delegation held three presentations;
" "Industrial Security"
" "Development of the regulatory framework of the classified information protection in Albania"
" "Practices and procedures in the field of personnel security"

During the conference, National Security Authorities (NSA) exchanged their experiences on the security issues with common interest, as the national legislation on classified information; the organization, activities and responsibilities of National Security Authorities on the NATO classified information, etc.
The Conference was held in a high professional level and friendly atmosphere.

The international Conference of National Security Authorities On "National Implementations of NATO Security Policy in the field of security issues"
Opatija,
September 18-19, 2007

 

With invitation of the National Security Authority of Croatia, a delegation from Classified Information Security Directorate (National Security Authority) of Albania took part in the international Conference of National Security Authorities of the region countries, organized in Opatija, 18-19 September 2007, "On National Implementations of NATO Security Policy in the field of security issues". In this Conference took part the National Security Authorities (NSA) of Bulgaria, Hungaria, Slovenia, Croatia and Macedonia.

In this Conference took part the Director of NOS.

The Albanian delegation was headed by Mr. Shyqyri Dekavelli, Director of Classified Information Security Directorate (National Security Authority) of Albania.
Albanian delegation held three presentations as; "The role and Responsibilities of the Albanian National Security Authority", "Albanian Organization of the Central Registry and Sub-registries for the Control of NATO Classified Information" and "NATO Security Policy on Security Areas".
During the conference, National Security Authorities exchanged their experiences on the security issues with common interest, for the national legislation on classified information, the organization, activities and responsibilities of National Security Authorities on the NATO classified information, etc.
During this conference the Albanian delegation had meetings with delegations of participant countries as Slovenia, Hungary, Croatia, Bulgaria and Macedonia.
A special meeting was held with Director of NOS.

Regional Conference of National Security Authorities
Ohrid,

With the invitation of the National Security Authority of Macedonia, a delegation from the Classified Information Security Directorate(National Security Authority) of Albania, took part in the International Conference of National Security Authorities of the region countries, organized in Ohrid, 24-25 April 2007, in the field of the security issues of classified information. In this conference took part the National Security Authorities (NSA) of Slovenia, Hungaria, Bulgaria, Croatia, Macedonia, Montenegro and Serbia.
This conference was attended by the representatives of the NATO Office of Security, NATO officials with activity in Skopje and representatives of the diplomatic corpse in Macedonia, etc.

The Albanian delegation, which was headed by Mr. Shyqyri Dekavelli, Director of Classified Information Security Directorate (National Security Authority), held a presentation " On the Personnel Security Procedures for access to national and NATO classified information ".
During the conference, the National Security Authorities exchanged their experiences on the security issues of common interest, as the national legislation on classified information; the organization, activities and responsibilities of National Security Authorities on the security of NATO classified information, etc.

In 11-13 April 2007, in Sofia, a delegation of the experts of the Classified Information Security Directorate (National Security Authority) in the Council of Ministers of the Republic of Albania negotiated with a delegation of the experts of the State Commission on Information Security (National Security Authority) of the Republic of Bulgaria, "On the draft Agreement between the Government of Republic of Bulgaria and the Council of Ministers of the Republic of Albania on mutual protection and exchange of Classified Information".
The negotiations were held in a high professional level and friendly atmosphere.
After negotiations, the delegations headed by the directors of the National Security Authorities of both countries, exchanged their experience in the field of the security of classified information.
The national procedures on the approval and signing of the negotiated draft Agreement are in process.
